How can Congress raise money besides taxing?

The main way Congress can raise money in an effort to fund social projects, build public infrastructures, and to balance the budget, is to establish, enforce, and collect taxes. That is how the government funds everything they do, for the most part. Other ways the government can raise money is by borrowing money from other entities. For instance, the federal government can ask to borrow money from banks, state governments, corporations, and even foreign governments. This way of raising funds is what has caused the the United States debt to reach the trillions in dollars. The way they do this is by selling bonds and securities to other entities. This allows lenders to give the government money based on the promise of receiving the money back at a later date. Exactly like a typical loan to an individual person by a bank.
